MINUTES OF THE BRATTON PARISH COUNCIL MEETING
Held in the Pavilion on the Village Green
11th May 2010
Present: Councillors, Mrs G Drewett, Mr K Davis, Mrs G Hurn, Mr K Miller, Mrs J Snooks, Mr R Pearce, Mrs K White, Mr S Lloyd, Dr R Edwards & Mrs A Whittle (Clerk).
Open Forum. PC Foulger attended the meeting and reported that Bratton had been fairly quite. Drunken youths had been reported in Bury Lane but were not on site when the Police arrived. There had been two burglaries 1 to a tool shed and 1 at the Rec Ground between the 7th and 8th of May. Nothing was taken but a fair amount of china was smashed. Speed watch is now up and running in Edington. Cllr Drewett asked for a site by the Old Police House on Westbury Road. Darren said he would look into this and he advised that Trowbridge road had fallen below the threshold for speed watch to have a site on this road. Finally he reported that 3 Romanian people had been around Dilton marsh asking for scrap. The people in the village should be vigilant and report any unusual people or events to the Police.
52/10 Election of Chairman and Vice Chairman
Cllr Davis took the chair and asked for nominations for Chairman for the forthcoming Council year.
Cllr Drewett was proposed, seconded and re-elected unanimously.

The clerk also reported that she had received notification that the planning appeal lodged by Mr Eddington for a mobile home and day room on land adjacent to Bonnie Park had been allowed.
57/10 Audit 09/10
The clerk presented the figures for the external audit for the Parish Council accounts for the year 09/10. The balance carried forward to 10/11 was agreed at £16697.48. The council agreed the figures as presented.

58/10 Play equipment on village green repairs required
The clerk asked the members of the village green play area committee to look into some repairs which need doing to the existing play equipment. The galaxy unit climbing board has come away from the frame and the swing bridge on the log trail needs re fixing. The committee were also asked to look into the non-closing gates issue whilst looking into possible new play equipment. The team will arrange a site meeting to review the equipment.
59/10 Parish Steward visit 10th June 2010
The council agreed to purchase the signs and stakes as requested by Michael Pearce for the new orchard. The council was advised that Michael Pearce and the clerk are preparing a grant application for Westbury Area Board which hopefully will be granted and therefore pay for the signs and stakes. If not the council have agreed to purchase as required.

61/10 Village Tidy Morning
The clerk had approached the Brownies who are happy to undertake a clean up around the village housing estates on Thursday 20th of May. The council agreed to advertise a litter pick morning on Saturday 5th of June from 10am meeting at the Pavilion, when other areas of the village will be tidied.
62/10 New Allotments
The clerk advised that planning permission was imminent and she had received one quote for the works required to the site. Cllr Drewett advised that she was meeting Mr Bailey on site on Wednesday to give him the details required for him to quote. The clerk advised that if the quotes are received prior to the next council meeting on the 8th of June she will call an extra-ordinary meeting to decide on awarding the contract. Otherwise the quotes will be discussed at the meeting on the 8th.
63/10 Brownie and Guides request to purchase a new wooden circular seat
The clerk was asked to advise the Brownies that the council were very pleased to be asked if the brownies and guides could replace the seat around the conker tree behind the brick bus shelter. In the past the seat was wooden and due to vandalism was removed and replaced with a wrought iron seat. The seat does now require a new section to make it larger to accommodate the tree trunk growth and the council would be very happy for the brownies and guides to purchase the new section and place a plaque on the seat to mark the centenary. Cllr Drewett will ask Tim Martin if he can forge a new section and the clerk will write to the brownies in response.

64/10 clerks report
Wiltshire Council Gypsy and Traveller Site Allocation development Plan Document.
A copy of the full document is being circulated from tonight for comment by those Councillors who do not have internet access. Could those who have internet access please look at the document on the Wiltshire Council website and pass any comments via email to me by the 28th May. I will then collate the responses and submit them to Wiltshire Council by the closing date of the 4th of June.
The council accepted the financial statement for April and the accounts for payment as follows:

Cllr Miller asked when the Christmas lights would be taken down and asked if the clerk could find out how much longer traffic accessing the White Horse will be diverted via Castle Road due to Wessex Water closing the road again.
Cllr Snooks reported that she had been dealing with a spring leak with Wessex Water which had appeared outside 3 Imber Road. If Wessex water is unable to do anything about it then she will contact the clerk who will contact Pat Whyte at highways.
Cllr Hurn asked about the pot hole in the lane between Hillworth Stores and the Jubilee Hall. She was advised that the lane was the responsibility of the Jubilee Hall management Committee but that the Parish Steward had been asked to supply a small amount of deferred tarmac to fill the hole. She also reported that highways had acted to have the signs for the last player’s event removed from the highway verge. She asked for a notice to be placed in the churchman advising organisations to be very careful about where they place any advertising. Cllr Drewett and the clerk advised that even if the land directly adjacent to a highway is private property, under highway law, highways deem the first 1 metre beck from the highway to be part of the road in order to make sure of clear viewing by traffic.
Cllr Lloyd reported that a new site in the bash is in the process of being approved for speed watch. He will now apply for a site by the Old Police House as this area is deemed an area where traffic speed. He also reported that the complaint made against him which he reported last month had been thrown out by the standards board is now being reviewed due to the complainant exercising his right to appeal. The hearing is on the 25th of May.
Cllr Drewett asked for a letter of thanks to be sent to Ian Humphrey for clearing Emms Lane last week. The rubbish is still at the end of Emms Lane but highways have promised to collect it as soon as possible. The clerk also placed signs at the end of Emms Lane asking people to park their vehicles with consideration for pedestrians especially those with pushchairs, wheelchairs on walking aids. The clerk was asked to place the notice in the churchman as well.
Cllr Drewett and Cllr Hurn had attended the recent seminar on the proposed new health centre for Westbury. She did however ask Cllr Edwards as the local GP to explain the proposal. The new building which will be opposite Tesco on Leigh Park will replace both Eastleigh Surgery and the White Horse surgery. The Bratton surgery will not be affected and will remain as it is now. The new centre will provide not only GP services but also X-ray, minor surgery, dental and various other services. Cllr Drewett said that many people had remarked that the new site was not central enough to the town. Cllr Edwards said that there are no central sites available.
