MINUTES OF THE BRATTON PARISH COUNCIL MEETING

Held in the Pavilion on the Village Green

13th April 2010

 

Present: Councillors, Mrs G Drewett, Mr K Davis, Mrs G Hurn, Mr K Miller, Mrs J Snooks, Mr R Pearce, Mrs K White, Mr S Lloyd, Dr R Edwards & Mrs A Whittle (Clerk).

Local Police.

PC Foulger attended the meeting. He reported the following:

There have been incidents of people knocking on doors trying to sell household wares without ID and from some miles away. All door sellers must provide you with ID and if you are worried call the local Police on 0845 408 7000 or 999 if you feel it is urgent.

Speed Watch: the training for the Edington village volunteers is to take place on the 14th of April.

Cllr Lloyd commented that he had asked Elizabeth Ngero to risk assess a second site in the village at the Edington end on the B3098.

Cllr Hurn advised that she had received complaints about vehicles parking across the driveways of properties in Carpenters Lane. Pc Foulger said he would follow this up with PCSO Breedt.

Mike Manson – Chairman of the recreation ground.

A discussion then took place regarding the perceived safety issues at the recreation ground between the Parish Councillors, PC Foulger and Mr Manson.

44/10 Westbury Area Board - Cllr Davis

Cllr Davis reported that the next area board will take place on Thursday 22nd of April at Matravers School from 6.30pm. Unfortunately due to other commitments he is not able to attend but the clerk will attend on his behalf.

 

45/10 Parish Steward Visit – 10th June – This will be placed on the May agenda.

 

46/10 Annual Parish Meeting – 20th April 2010

The clerk advised that plans for the meeting were all in place. She asked Cllr Hurn if she could arrange the cheese and wine as in previous years, and Cllr Hurn agreed. The clerk said she had asked Sally Hendry, the community manager for the Westbury Area Board to attend and give a short presentation but had not received a reply as of tonight’s meeting. Michael Pearce and Warren Harding will be at the meeting to give a report on Reeves Orchard.

 

47/10 Clerks Report

  1. Allotments. The clerk has been advised by planning that the council only requires planning for the fence which needs to be installed to section off the new allotments. That means the council can start work as soon as possible on preparing the plots. She is awaiting two quotes for both the fencing and the ground works which she hopes will be with her soon and will endeavour to obtain a third quote as soon as possible. The intention is that at the council May meeting a decision can be made on the preferred quote and the ground preparation can begin even if planning consent still has not been received for the fencing.

 

  1. Wiltshire Council Gypsy and Traveller Site Allocation development Plan Document. A copy of the full document is being circulated from tonight for comment by those Councillors who do not have internet access. Could those who have internet access please look at the document on the Wiltshire Council website and pass any comments via email to the clerk by the 1st of May. She will then collate the responses and present them to the council at the meeting on the 11th of May before submitting them to Wiltshire Council.

 

48/10 To consider items of Correspondence needing a reply

Bratton Pre-School – Bratton Pre-School leader Wendy Waller had written to the council asking if one week a month the pre-school could place an advertising banner on the village green fencing to highlight the existence of the Pre-School to passing commuters and newcomers to the village.

The council agreed to the request.

          The council accepted the financial report for March and agreed the following for payment.

50/10 To receive reports from Members

Cllr Lloyd reiterated that the Edington Volunteers are being trained on the 14th and will therefore have the speed gun in Edington for a while. He also reported that a complaint had been made against him to the local Standards Board by a member of the village which had been “thrown out” by the board.

Cllr Hurn reported that the school bus is churning up the grass at the junction of Carpenters Lane leading onto the school. The clerk was asked to speak to highways to see if a small area of concrete could be put at the end of the verge. She also asked for Bob Jordan to clean the Castle Road bus shelter. She reported that a pane of glass in the telephone box has been broken and had the clerk arranged a litter pick? The clerk advised that she was waiting to hear from Margaret Hart from the brownies regarding a suitable day and date.

Cllr Davis asked the council if anyone else had noticed that the trees bordering Bonnie Park seem to have been cut down as the site is much more visible. He asked if the clerk could contact urgently Selwood Housing Association regarding the fencing at the rear of the Jubilee Hall and the fencing bordering the first block of flats along the side of Mr Baggs flat.

Cllr Miller advised that the Transport Extravaganza is taking place on the weekend of the 24th and 25th of April.

Cllr White advised that on one occasion recently one of the village green gates was jammed tight shut. She asked if we could have the whale jaw bones cleaned which are installed at the pub. She also made a proposal for the Monday Gang to have freedom of the village, but was advised that unfortunately there were too many members and the four positions of freemen of the village are already filled.

Cllr Drewett advised that the tap at Reeves Orchard had been vandalised. The clerk is arranging for a new box and padlocks.
