MINUTES OF THE BRATTON PARISH COUNCIL MEETING

Held in the Pavilion on the Village Green

12th January 2010

 

Present: Councillors, Mrs G Drewett, Mr S Lloyd, Mr K Miller, Mrs J Snooks, Mr R Pearce & Miss G Whittle, (Acting) Clerk.

 Open Forum.

Bob Jordan and Ken Witcomb reported the damage to the old electric connection box in the Jubilee hall car park which is connected to the Pavilion. The clerk was asked to get the box removed.

Local Police.

PC Foulger said no incidents have been reported since the last meeting. He did stress that all incidents however small they may seem must be reported via the 0845 408 7000 number. He said that the training for the speed watch volunteers takes place on Saturday 23rd at 1.30pm in the Pavilion. Pc Foulger also queried a report in the Area Board Minutes which under item 7 (a) it is stated that the Bratton area may also require a static camera to help to prevent speeding as well as Community Speed Watch. Pc Foulger will look into this statement further and the clerk was also asked to write for clarification.

05/10 Wiltshire Council – Cllr Swabey   No report as Cllr Swabey not present.

 

06/10 Westbury Area Board

The clerk had circulated the minutes of the area board meeting on the 10th of December. The council commented that there was a lot of information regarding Westbury again and a comment was made that the meeting was not quorate.

The next meeting is on the 11th of February from 6.30pm at Heywood village hall.

 

07/10 Clerk report Due to the clerks absence there was no report.

 

08/10 Parish Steward visit

The clerk was asked to inform Wiltshire council that the Parish council want the grit bins refilled as an urgent priority. The clerk was asked to write a letter stating that a request via email and telephone call was made for all the grit bins to be refilled in early December but most of the bins were not refilled.

          The council accepted the financial report for December and agreed the following for payment.

11/10 To receive reports from Members

Cllr Lloyd commented on the condition of the footpath from the Jubilee hall Car park on Tynings Lane through to Melbourne Street during the recent bad weather. Could a grit bin be installed in the car park to allow gritting of the lane. Also the pothole has sunk again could the clerk get this fixed permanently. Saturday 23rd January there will be Community speed watch training in the Pavilion. It has been reported that there has been tank movements in the village recently which may have caused damage to the kerb stone in the bus stop on Melbourne Street.

Cllr Miller reported that the annual vintage gathering will take place on the 24th and 25th of April. Also the 1st meeting of the reformed Bratton Historical Society will take place on Sunday 24th January in the Church Institute.

Cllr Snooks reported on the number of 4x4 vehicles using Stradbrook as an access to happy valley during the recent snow. This caused the road to become very slippery and dangerous. Also has the rubbish which is usually left on site after the snow been cleared?

Cllr Drewett reported that the boundary of 5 Church Lane is in the wrong place and a footpath should be reinstalled in the side of the drive up to the church. This is still in hand with Wiltshire Council. Pat Whyte and his colleague would like to be invited to the steps opening as they are very impressed with the work done by volunteers. She reported that the sand stones which stick out at the far end of Erlestoke on the B3098 will be cut back by a steel saw which should make the road and the bank safe. She also reported that the flow of water down the cleeve out onto church road is the problem of the MOD as land owner and they have agreed to take some of the cost to clear the ditches etc. Negotiations between the MOD and Wiltshire Council are in progress.
