MINUTES OF THE BRATTON PARISH COUNCIL MEETING

Held in the Pavilion on the Village Green

8th December 2009

 

Present: Councillors, Mrs G Drewett, Mr K Davis, Mr S Lloyd, Mr K Miller, Mrs J Snooks, Mr R Pearce & Mrs A Whittle, Clerk.

 Open Forum.

Local Police.

          PC Foulger attended the meeting and addressed the council as follows:

          Crime – a youth has been seen riding around on a quad bike.

Watch for strangers in fields containing horses due to horse marking by plaiting of the mane for identification for stealing.

Stables in Lower Westbury Road had been broken in to.

He had increased the number of foot patrols around the village especially at night.

Community Speed watch. The B3098 has been approved as a site for speed watch to take place. The bus stop either side of the road by the village green will be the sites for Bratton. In the mean time if there is a perceived speed problem on any other road in the village then via Wiltshire Council website an application can be put in for the Golden River on any road. Once the speed watch is up and running no static camera van will visit the village.

PC Foulger was then advised that a number of residents of the village were due to attend the police drop in session on Saturday to discuss the problem youths in the village.

Apologies were received from Cllrs Hurn, Edwards, White and Swabey.

 

88/09 Declaration of Interest.

Cllr Lloyd declared an interest in the planning application for a bus shelter at the school

 

89/09 To approve the minutes of the meeting held on the 10th of November 09

The Minutes of 10th of November were accepted as presented

            Notification of decision received from Wiltshire Council

W/09/02194/FUL – Recreation Ground – Change of use of part of land from pasture to recreation and construction of secure storage unit and two tennis courts – Permission

W/09/02862/FUL – Land rear of 6 Court Orchard – Construction of one 2 bedroom house and two 2 bedroom apartments - Permission

W/09/03353/FUL – CPR Ltd – The Old Mill Melbourne StreetExisting house and mill used as offices with the whole building changed to a house as one residential unit and extended to give first floor accommodation. Mill building change from commercial to residential

The council objected originally due to the lack of parking on site.

91/09 Westbury Area Board

The next area board meeting is on the 10th of December at Matravers School. Cllr Davis and the clerk will attend as the main discussion is based around highways. The council asked for the issue of the B3098 its weight limit and issues of large lorries being directed to use it via Satellite navigation systems. They will report back at the next meeting.

 

92/09 Budget 2010/11 and to agree the precept for 2010/11

Cllr Davis firstly thanked the clerk for her diligence with the councils finance and for being able to advise that the precept for 2010/11 can remain at £24000 as per 2009/10.

93/09 New Village Allotments – grant funding received so far

The clerk advised that the council had been successful with its grant application to the Westbury Area Board for £1000 towards the new allotments.

 

94/09 Parish Steward visit

The clerk was asked to email asking for the steward to check all the drains and grips as is usual at this time of year.

 

95/09 To consider items of Correspondence needing a reply

          Wiltshire Council – Wiltshire 2026 Planning for Wiltshire’s Future

          This document has been circulated for individual comment.

 

96/09 To confirm the Financial Statement for November and accounts for payment

          The council accepted the financial report for November and agreed the following for payment.

A Whittle – Hours and Travel - £801.56     Inland Revenue – PAYE - £70.44

Jubilee Hall – Pavilion Hire - £21.56  Southern Electric – Rec Ground - £162.51

Chalkhill Environmental Consultants – Ground Survey at Rec Ground - £452.41

 

97/09 To receive reports from Members

Cllr Lloyd asked about the signs for the village green gates. The clerk advised she had ordered them

Cllr Davis raised the issue of the sand stones which protrude into the road at the far end of Edington. Cllr Drewett said she would bring it up with Pat Whyte when she meets him in the next few days.
